Founded in 1951 in Brussels as an operational agency, IOM was set up with the original aim of resettling Europeans displaced by the Second World War who needed assistance to reach countries of resettlement. Since then, the Organization's focus has expanded to offer programmes which assist migrants and governments world-wide. With its headquarters in Geneva, IOM has some 1,200 staff spread over some 75 regional and country offices. IOM is committed to the principle that humane and orderly migration benefits migrants and society. It acts with its partners in the international community to: assist in meeting the operational challenges of migration; advance understanding of migration issues; encourage social and economic development through migration; and work towards effective respect of human dignity and well-being of migrants. In the context of its Constitution, individuals of concern to IOM include economic migrants, displaced persons, refugees, nationals returning to their home country, and other individuals in need of international migration assistance.
