If you're interested in smoking policies for minorities in rural
communities, CDC's publication
Tobacco Use Among U.S. Racial/Ethnic Minority Groups: A Report of the
Surgeon General (1998) may be a good start.  Incidentally, just a few weeks
ago the National Rural Health Association had its 4th Annual Minority
Health Conference in Albuquerque, New Mexico. The contact person's phone
