Workplace raids are when INS agents come to a factory or other worksite and arrest workers who they believe are immigrants who lack legal working papers. The policy tears people from their families, friends and communities, and creates a police state where people can be hauled away at any time. (While many undocumented immigrants are new arrivals, many thousands of others have been here for 10-15 years or more, and have strong ties here.) The policy of workplace raids also encourages exploitation by discouraging workers from organizing or reporting abuses. Employers are often not even fined for hiring undocumented workers, while the workers are usually deported. In short, like workfare and prison labor, it is a system that is advantageous to greedy bosses and devastating to workers. The INS has tried hard to win public support for its policy of workplace raids. The purpose of the signature campaign is to demonstrate that public opinion does *not* support the raids, and to educate people about the realities of US immigration policies and their economic impact. The campaign provides a way to present the issue to people who might be inclined to scapegoat undocumented immigrants for unemployment and low wages. CHRI is collecting the signed cards; they will be counted and handed in to the Justice Department at a public protest during the week of Oct. 12--a national week of actions against the INS raids, called by the National Raids Task Force of the National Network of Immigrant and Refugee Rights (NNIRR). The National Raids Task Force is also sponsoring the signature campaign. The bilingual flyer below explains the campaign and the underlying issues in more depth. If you want to get cards signed among your friends, co-workers, etc., just send an email message to telling me how many cards you want and where to send them. With the cards we'll send out a formatted copy of the flyer so you can make copies to use while collecting signatures. It is a symbolic protest, so anyone in the US--regardless of status--can sign a card (but only one card per person, please). Cards can be handed to people to be mailed in later, especially if they want more time to read the flyer and think about the issues, but if they're willing to sign it right away it's better to collect the signed cards and send them in together. We believe that all workers must be guaranteed the right to organize, as well as the right to equal protection under labor laws. Undocumented immigrant workers are currently being denied these basic rights, because the fear of deportation discourages them from organizing against or reporting abuses. We are collecting signatures on postcards addressed to Attorney General Janet Reno. In October, as part of a national week of actions against the INS raids, we will deliver the signed postcards to her office. WHY? In April, Reno announced a "Task Force on Worker Exploitation," a joint project of the Justice Department and the Department of Labor (DOL). Reno claims to be concerned about labor exploitation, and has promised to put an end to "slavery" conditions in the US. In fact, this task force will only make exploitation worse by stepping up immigration raids against workers and by increasing "information-sharing" between the Department of Labor, and the INS (part of the Justice Department). WHAT ABOUT LABOR LAWS? Labor laws cover such important issues as wages, hours, health and safety conditions, and the right to organize. It is the responsibility of the Department of Labor to enforce these laws. But instead of punishing employers who abuse workers, the DOL is cooperating with Janet Reno to help enforce immigration laws. Right now, many thousands of workers in this country are paid below the minimum wage, and work more than 40 hours a week with no overtime pay, often in hazardous and unhealthy conditions. Many employers prefer to hire workers who tolerate these illegal working conditions. This pushes down wages and working conditions for all workers, and makes it harder for all of us to defend our rights. WHAT ABOUT IMMIGRATION LAWS? Immigration laws govern who can enter the country legally and who cannot, and whether they can work, study or just visit while they are here. Immigration laws do not punish employers for abusing workers, and they don't protect workers from abuse. The climate of fear and intimidation caused by the enforcement of immigration laws means that undocumented workers frequently suffer through appalling and inhumane conditions and starvation wages rather than report abuses or organize to stop them. Reno wants her new task force to encourage workers to report abusive employers. But she has warned that workers who report these abuses will still be subject to immigration law, and can be deported. It's hard to see how undocumented workers will choose to report labor violations when their reward is likely to be deportation. With its policy of crackdowns against undocumented workers, the US government is penalizing the workers who are being abused, instead of the employers who abuse them. A NEW KIND OF SLAVERY? Enforcement of immigration laws, and the workplace raids in particular, have created a sort of sub-class of workers who are denied equal pay and equal treatment. For hundreds of years, most white people in this country accepted slavery because they believed that there was a class of people-- distinguished by their skin color and ethnic background--who were not equal to them and therefore did not deserve equal rights or equal protection under the law. We now see this happening again with a new class of people: undocumented immigrants.
