Peruvian Government Discusses Recognition of Gay Couples The Peruvian Constitutional Congress will soon study a proposal to include in that country's constitution the free union of couples without any bias regarding their gender, said legislator Julio Castro G"mez on March 11. G"mez, leader of the Democratic Left Movement in Peru, said that homosexuals living together is a fact of reality which much be legislated, and added that, as a result of his proposal, the subject is under discussion by the Health, Population and Family Commission of the legislature. He said the subject had first been discussed in pubic and private institutions to gather different opinions. "Given the need to legally recognize the exercise of responsible and voluntary sexual relationships between people, with a basis of information and education, we have come to deal with the controversial subject," he said, adding, "Looking at reality, we have seen that it is necessary to recognize the right of people to freely elect their sexual option and also in some way to eventually acknowledge their right to constitute stable couples." G"mez recalled that the current constitution speaks of the stable union of couples of diverse sexes, but we, he explained, do not want to determine the sex, but rather, to talk about couples. He commented that homosexual unions are a fact of reality in contemporary society, that it always has been in the past, but that it is becoming more frequent.
