NO. 38, S.D. 1 1982 SENATE RESOLUTION EXPRESSING CONCERN REGARDING THE USE OF KAHO'OLAWE AS A SHELLING TARGET BY THE DEPARTMENT OF THE NAVY AND RIMPAC '82 PARTICIPANTS. WHEREAS, the State of Hawaii has requested that the United States government return the island of Kaho'olawe to the State and resolve the problems concerning the island; and WHEREAS, the significance of Kaho'olawe as a cultural, historic and archaeological treasure has been acknowledged by the United States Navy which extensively surveyed the island; and WHEREAS, the United States Navy nominated the island of Kaho'olawe for placement on the National Register of Historic Places as a result of that survey; and WHEREAS, the island of Kaho'olawe attained national significance as a cultural, historic and archaeological treasure when it was accepted as an archaeological district and placed on the National Register of Historic Places on March 18, 1981; and WHEREAS, the archaeological, cultural and historic sites on Kaho'olawe include adz quarries, petroglyph clusters, fishing shrines, temples, dwelling and camp sites, and burial sites which provide a detailed and complex record of nearly 1,000 years of habitation by the hawaiian people; and WHEREAS, the shelling of Kaho'olawe is not limited to the United States Navy and the Department of Defense but has now been expanded to include the participation of other nations; and WHEREAS, the nations of Australia, New Zealand and Canada have participated in the shelling of Kaho'olawe since 1971 in Rim of the Pacific (RIMPAC) exercises; and WHEREAS, RIMPAC '82 exercises began on March 22, 1982, with Japan added to the list of international participants; and WHEREAS, the use of Kaho'olawe as a shelling target for the nations participating in RIMPAC military exercises furthers the destruction of the land and heritage of Kaho'olawe; and WHEREAS, foreign shelling of Kaho'olawe has not been confined to RIMPAC exercises but has occurred periodically during visits by foreign fleets in Hawaiian waters as indicated by Navy usage data for the Island; and WHEREAS, the governor of the State of Hawaii should be consulted by the Department of the Navy as to the appropriateness of the shelling of Kaho'olawe by foreign military personnel; and WHEREAS, there has been growing community sentiment against the use of Kaho'olawe as a shelling target because of its cultural, religious, educational and scientific value; and WHEREAS, the shelling of Kaho'olawe is contrary to the concept of "Aloha 'Aina" ("Love the Land"), which encompasses the related ideals of care, respect, protection, sacrifice, preservation, patience, life and love, and which recognizes the abiding importance of our land; now, therefore BE IT RESOLVED by the Senate of the Eleventh Legislature of the State of Hawaii, Regular Session of 1982, that the use of Kaho'olawe as a RIMPAC shelling target be terminated after the 1982 exercises, and that no other invitations to other nations to participate in that portion of RIMPAC exercises involving the shelling of Kaho'olawe be issued in the future; and BE IT FURTHER RESOLVED that the Department of the Navy advise and consult with the governor of the State of Hawaii prior to any other exercises involving foreign ships shelling Kaho'olawe so that the concerns expressed by the people of the State of Hawaii can be properly addressed; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Secretary of the Navy, the Commander-in-Chief of the United States Pacific Fleet in Pearl Harbor, the President of the United States, the members of Hawaii's delegation to Congress, the governor of the State of Hawaii, the mayor of the county of Maui, the heads of state of Australia, New Zealand, Canada and Japan, the Office of Hawaiian Affairs, the Native Hawaiian Study Commission, the Protect Kaho'olawe 'Ohana, and the Friends of Kaho'olawe. -=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=- To have a current Center For World Indigenous Studies Publication Catalogue sent to you via e-mail, send a request to jburrows@halcyon.com Center For World Indigenous Studies P.O.
