Many of these foreign students now hold I-20s showing they have missed the starting date for classes. Normally, consular officers cannot issue F, M or J visas to students who appear to have missed registration for the term or semester. Foreign student advisors may wish to provide foreign students awaiting visas with a fax or letter explaining the latest date that the student can arrive in the U.S. and still be accepted for the term or semester. Please advise the student to present the letter or fax along with the I-20.
