MEAT CRUST PIE Servings: 4 1 lb. ground beef 1 c. water 1/4 c. onion, grated 2 tsp. salt 16 oz. tomato sauce 1 1/3 c. rice, minute-style 1/8 tsp. oregano 1/8 tsp. pepper Combine beef, onion, seasonings, 1 1/2 tsp. salt and 1/2 c. tomato sauce. Mix well, and pat into bottom and sides of casserole dish. Combine remaining tomato sauce, salt, water and rice. Spoon into meat shell. Bake covered at 350F for 25 minutes, then uncovered for 10-15 minutes more. Source: Joan Miller (my mother).
